If you have a permit for this date then you will not be allowed on the Caminito del Rey.
This year, the first four stages of the Tour de España will take place in Malaga province. The Tour starts on Saturday August 22 and ends on Sunday 13 September. The first stages start with a time trial (Puerto Banus-Marbella) The second stage will Alhaurin de la Torre to the Caminito del Rey and the third will go to Malaga and Mijas, the fourth Stage leaves Estepona towards Vejer de la Frontera (Cádiz).
With this in mind, the 2nd stage will be held on Sunday August 23rd, will finish at the Caminito del Rey area. It is a stage of 158.7 kms that will go on into the evening. Roads will be restricted and/or closed and patrolled by the police etc
For this reason it has been decided by the Malaga county council to close the Caminito del Rey all day Sunday August the 23rd 2015
If you want to see that Caminto del Rey stage of the race then why not stay for the night in a local hotel.
